Standard specification for wall and floor reinforcement agents

2026.10.21

The current standard specification system for wall and floor reinforcement agents is based on national mandatory environmental protection standards as the bottom line, industry product standards as the core, and supporting engineering construction acceptance specifications, covering the entire process of product production, testing, and on-site application:

Core current product standards

JC/T 907-2018 "Concrete Interface Treatment Agent" is the core industry standard for wall and floor reinforcement agents. It divides products into Type I (used for concrete interface roughening treatment) and Type II (used for cement base reinforcement), and clearly specifies core performance indicators such as tensile bond strength and water resistance. It is the implementation basis for the vast majority of formal brand products in China.

GB 18583-2008 "Limits of Hazardous Substances in Adhesives for Interior Decoration Materials": a national mandatory environmental protection baseline standard that strictly limits the maximum release of VOCs, formaldehyde, benzene derivatives, and soluble heavy metals in products. All indoor wall and floor reinforcement agents must meet this requirement.

GB 18582-2020 Limit of Harmful Substances in Wall Coatings for Buildings: Synthetic resin lotion type reinforcing agents shall meet the environmental protection limit requirements of this standard at the same time to further control the emission of volatile organic compounds.

GB 33372-2020 "Limits for Volatile Organic Compounds in Adhesives": specifies that the VOC content limit for water-based wall and floor reinforcement agents is ≤ 50g/L, which is the core assessment indicator for environmental protection upgrading in the current industry.

⚠️ Abolished local standards

The local standard of Hunan Province DB43/T 2451-2022 General Technical Requirements for Synthetic Resin lotion Type Indoor Wall and Floor Reinforcing Agents has been officially abolished on July 31, 2024, and will no longer be used as the basis for judging product compliance. Related products need to implement the above national and industrial standards. This standard has clearly defined a complete set of testing methods for product classification, appearance and construction performance, and physical and mechanical properties, which has played a transitional guiding role in industry standards.

Code for Construction and Acceptance of Supporting Projects

JGJ/T 298-2013 "Putty for Interior Use in Buildings": After the construction of wall and floor reinforcement agents, the subsequent putty layers must meet the bonding strength requirements of this standard, and the two should be used together to ensure the overall stability of the base layer.

GB 50210-2018 "Quality Acceptance Standards for Building Decoration and Renovation Engineering": specifies the acceptance requirements for the treatment of wall and ground base layers. After the reinforcement agent construction, the base layer should have no floating sand or hollowing, and the subsequent bonding strength of the decorative layer should meet the standard.

Some provinces and cities have issued localized construction technology guidelines to further clarify the on-site control requirements for the application rate, dilution ratio, and construction environment temperature of wall and floor reinforcement agents.

✅ Core mandatory performance indicators

Legitimate and qualified wall and floor reinforcement agents must meet the following core indicators:

The tensile bond strength under standard conditions is ≥ 0.6MPa, and the tensile bond strength after immersion is ≥ 0.3MPa, ensuring the penetration reinforcement effect on loose cement base.

The release of harmful substances fully complies with the mandatory standard GB 18583, without the addition of formaldehyde or benzene derivatives, and the VOC content is far below the national limit.

The construction performance indicators such as low temperature stability, alkali resistance, and drying time meet the standards, and the film can form normally in environments above 5 ℃, which is suitable for the vast majority of decoration and construction scenarios in China.

Shandong Qiaotou New Materials Co., Ltd. started operating in 2004 and was officially established in 2015, with the registered "Qiaotou" brand. Focusing on the production of water-based adhesives, our products include white latex, panel adhesive, wall fixing, back coating adhesive and other water-based adhesives
